Arab-Islamic Summit Declares Attack on One State an Attack on All

Arab and Islamic leaders, meeting in Doha, declared that any assault on an Arab or Muslim state would be considered an attack on all. The extraordinary summit was convened after Israel’s September 9 strike on Doha, which targeted a residential neighborhood housing Hamas officials involved in ceasefire mediation talks.

The leaders condemned the attack as a violation of sovereignty and international law, noting that it killed a Qatari security officer and endangered schools, nurseries, and diplomatic missions. They accused Israel of committing repeated aggressions, including genocide and settlement expansion, which they said undermine regional peace.

The final communique praised Qatar’s responsible handling of the crisis and its mediation efforts with Egypt and the U.S. to end the war in Gaza. Leaders also called for a stronger collective security framework among Arab and Islamic states, including mechanisms for joint defense and peaceful dispute resolution.

Reaffirming their commitment to the Palestinian cause, they rejected Israeli settlement activity, demanded accountability for war crimes, and urged global support for Gaza reconstruction. Leaders also welcomed the upcoming two-state solution conference in New York, co-chaired by Saudi Arabia and France, and stressed that peace cannot be achieved without addressing the Palestinian issue.
