The incident on Tuesday near the Scarborough Shoal, a bitterly contested territory, has drawn condemnation from several Western nations who are backing the Philippines in the face of what they call Chinese coercion.
The confrontation began when over ten Philippine government ships approached the shoal. According to the Chinese Coast Guard, its vessels took action to repel the flotilla, culminating in the use of water cannons. Furthermore, Beijing alleges that one of the Philippine ships intentionally struck a Chinese vessel, a serious charge that dramatically raises the stakes.
This maritime standoff follows closely on the heels of China’s unilateral declaration of the area as a national nature reserve just last week. The move has been widely dismissed by critics as a disingenuous attempt to use environmentalism as a cover for asserting sovereignty over the shoal, known to Filipinos as Bajo de Masinloc. Manila had already signaled its intent to lodge a diplomatic protest over the reserve.

China’s claim to nearly the entire sea overlaps with claims from the Philippines and other coastal states. Support for the Philippines is materializing on the world stage. Washington, through a prominent senator, called China’s actions a coercive push to advance its sweeping territorial ambitions. Concerns were also publicly expressed by the United Kingdom and Australia. In a pointed statement, Canada’s embassy in the Philippines affirmed its opposition to the use of environmental pretexts to seize control of disputed territories.
