Russia and China Abstain as UN Passes “US-Centric” Gaza Plan

The UN Security Council passed a US-drafted resolution on Gaza on Monday, but the vote was marked by the pointed abstentions of permanent members Russia and China. Both powers criticized the resolution, which endorses President Donald Trump’s 20-point plan, as a “US-centric” initiative that sidelines the United Nations. Their decision not to veto allowed the plan to pass, but their critique highlighted a lack of global unity on Gaza’s future.

Russian Ambassador Vasily Nebenzya led the criticism, arguing the council was “giving its blessing” to a US plan “on the basis of Washington’s promises.” He warned that the resolution grants “complete control” over Gaza to two new US-led bodies: a “Board of Peace” chaired by Trump and an “international stabilization force” (ISF). Both he and the Chinese ambassador complained that the UN has no clear role in this new framework.

The US, which drafted the resolution, celebrated the vote. Ambassador Mike Waltz told the council the plan “dismantles Hamas’ grip” and “charts a possible pathway for Palestinian self-determination.” The ISF is mandated to demilitarize Gaza, while the Board of Peace will oversee reconstruction. President Trump called the moment “historic.”

The plan faces immediate and fierce opposition on the ground. Hamas, the militant group in control of Gaza, issued a statement rejecting the resolution as “international guardianship.” The group vowed it “will not disarm,” setting up a direct confrontation with the newly mandated ISF.

In a complex diplomatic twist, the Palestinian Authority, Hamas’s rival, welcomed the resolution. Diplomats suggest this support was “key to preventing a Russian veto.” This endorsement is likely tied to a clause referencing a “pathway to… statehood,” a clause that has, in turn, drawn public opposition from Israeli Prime Minister Benjamin Netanyahu. This leaves the “US-centric” plan struggling for support from all key parties.
